What is the difference between a zone and an area?
Visitors are guided by the division into individual zones. The zones are in turn important for residents and subscribers who have completed their parking permits.
Will I have to pay a parking fee even if I have my own parking space?
Not unless he uses public parking spaces.
If my vehicle breaks down, the garage will give me a replacement, but with a different registration plate. How will these cases be handled?
The system allows you to register a replacement vehicle online, without having to visit the office, up to twice a year for a maximum of 20 days each time. However, if one of these conditions is exceeded, approval of the request by the office staff will be required.
What about motorcycle parking?
According to Act 361/2000 Coll., on road traffic, a motorcycle is a motor vehicle and is therefore subject to the same conditions as any other motor vehicle. However, in the case of a resident, the parking permit for a motorcycle does not count towards the total number of resident permits issued.
This means that when a motorcycle and the first car are registered, both are considered to be the first vehicle.
Since when does the authorisation apply?
In general, the start of validity of a resident or subscription parking permit can be chosen freely, but it is valid only after payment has been verified. In the case of a visitor permit, it is valid upon confirmation of payment.
What about trailer parking?
The regulation on paid parking does not apply to trailer trucks as they are not motor vehicles.
How is parking controlled?
The parking permit is linked to the registration number of the vehicle. Monitoring is carried out by special vehicles with cameras and officers of the Olomouc Municipal Police.
What about parking electric cars and hybrids?
In paid parking zones, electric cars, hybrids or any other alternative fuel vehicles are treated the same as conventional combustion engine vehicles in the parking system. This is because the vehicle occupies a parking space regardless of its powertrain.
What does a parking permit look like?
Parking permits do not have the physical form of a card, but are linked to the vehicle registration plate and are only in electronic form.
What are the advantages of the new system?
The new system should simplify the issuance of parking permits and improve the control and subsequent penalties for non-compliance with the rules. At the same time, it allows the use of new payment channels and technologies for collecting parking fees, making it more user-friendly and accessible.
How is the security and protection of personal data in the information system of the Olomouc Municipal Police ensured?

What other benefits does the new parking system bring to the city's residents?
The main reason for introducing a parking system is to reduce traffic congestion and improve the environment. Fewer cars on the streets will improve the quality of life in the city. This will help Olomouc residents in particular, who will be able to park closer to their homes, offices, post offices or shops. An important benefit is the easy on-line processing of parking permits without the need to go to the office.
What will be done with the fees that will be collected for parking?
The money raised will be further invested appropriately in the development of the city’s parking and transport infrastructure.
When will the existing parking system be expanded to include new zones C and D? What rules will apply there?
The specific date has not yet been decided and the public will be informed well in advance.
Short-term parking – Visitors
Who is a visitor?
Anyone in the area who is not a resident or subscriber.
How can I pay for parking as a visitor to the city?
You can pay for parking in the following ways:
- via the web app – after the first hour of parking you can pay in shorter 15-minute increments
- via Premium SMS – you can only pay by the hour
- at a parking meter (only in Zone B)
How do I pay via the web app?

- Scan the QR code on the meter or road sign
- Scan the QR code of the parking section with your mobile phone or enter the address https://ke-utc.appspot.com/static/index.html into your browser.
- Enter the registration plate
- Select the registration plate of the car from the drop-down menu. When using the app for the first time, you can enter up to three registration plates, which you can change at any time in the settings.
- Select payment method
- After selecting the registration plate, the app page displays the price list in the form of a drop-down menu. Each item contains the amount and time of parking. Select the payment method (credit card or CCS) and click PAY.
- Save payment method
- The first time you use the app, you will be prompted to pair your credit or fuel card and redirected to the payment gateway. You can save any three cards.
- If you wish, enter additional details
- If you have entered all the details, all that remains is to complete the email to which you will be sent the proof of payment and the password, which is optional
How do I pay using Premium SMS?
Send a text message to 902 66, the text message must be in the form:
Zone A: OL space A space vehicle registration number (OL A OMO1234)

How do I pay using a parking meter?
Parking fees can be paid by the following methods:
- coins – the machines do not return coins and in case of overpayment, the parking time will be increased by an adequate proportion (for example, in zone B, if a coin of CZK 50 is inserted, it will be added to the total validity of the parking permit for 15 minutes).
- By payment card
Do the new parking meters issue receipts (for company accounting purposes)?
Yes, all technologies, including parking meters, comply with ČSN 12 414 and issue a simplified tax receipt for the price paid for parking, which of course must meet the requirements of a simplified tax receipt.
I am a holder of a disabled person's card marked with the ZTP symbol. How does the parking system affect me?
For the needs of physically disabled citizens, parking spaces for disabled persons are reserved in the paid parking zones. These parking spaces are distributed throughout the zones, taking into account where increased movement of disabled citizens can be expected. Parking in these spaces is free of charge for disabled licence holders whose vehicle is marked with an O7 parking pass and there is no need to register for the scheme.

What are the rules for entering the pedestrian zone (zone A)?
The entire parking zone A is located in the pedestrian zone, where, on the basis of Act No. 361/2000 Coll., on road traffic, as amended, the range of vehicles that can enter it is substantially regulated. These include, on the one hand, supply or medical service vehicles, repair, maintenance, municipal and similar service vehicles, vehicles carrying a severely disabled person, taxi service vehicles, and vehicles whose drivers, operators or persons transported have hotel accommodation in the areas behind the sign.

Who is a resident?
A resident is a natural person who has a place of permanent residence in a specific defined area or is a foreigner with a long-term residence permit in a specific defined area within the meaning of Section 23(1)(c) of the Road Act, except for persons residing at the headquarters of the reporting office of the Olomouc City Council, Horní náměstí 583, Olomouc.

Is it possible to pay for a resident card in a different zone or area than my permanent residence?
No, under a residential permit you can only park close to your home, in other areas you are considered a visitor. This division into different areas is based on several court rulings, where it was defined that a resident can only be privileged in the vicinity of his/her residence.
How much will I pay if we own two cars as a household?
Eligibility for a resident parking permit in a given area is issued to an individual, not a household. For example, it is possible to apply for a parking permit for the first vehicle in the name of one household member and for a second vehicle in the name of another household member, each being treated as the first vehicle.
If I have visitors, will they have to pay for parking?

You can get a new parking permit for a new area and then cancel the original parking permit. We will refund your money on a pro-rata basis.
I live in a paid parking zone, but I am not a permanent resident. Am I entitled to a parking permit?
Entitlement to a resident parking permit is granted only to persons permanently residing in the resident area (see Act No. 13/1997 Coll. on Roads). The possibility of obtaining a parking permit only on the basis of a lease agreement would therefore be contrary to this law. However, if a person living in a regulated zone has a valid lease agreement, he or she also has the right to establish a permanent residence in that place in accordance with the Population Registration Act.

Can I get a parking permit online from home?
Yes, via the webshop at parkovani.olomouc.eu. After registering and creating an account, it is possible to process parking permits online. Through this account, the user can also permanently or temporarily change the registration plate of the vehicle if it is, for example, being serviced. A permanent change can be made once a year, a temporary change twice a year for a maximum of 20 days.
I run a business and live in the same place (i.e. I am both a resident and a subscriber in one paid parking area), how much will I pay for long-term parking if I only have a company car and use it for personal purposes?
If you meet the conditions for obtaining a resident parking permit (residency in the area and proof of a relationship to the vehicle, e.g. a vehicle use agreement/private business vehicle agreement), you will be treated as a resident and the fee will be set accordingly.

Who is an abonent?
A subscriber is a legal or natural person who has its registered office or place of business in a specific defined area or is the owner of immovable property in a specific defined area within the meaning of Section 23(1)(c) of the Road Act.
Where can I park with a subscription permit?

What documents should I take with me?
The application must be accompanied by a valid ZTP or ZTP/P card, an employment contract or agreement between the holder of the ZTP or ZTP/P card and the employer, an ID card, and a vehicle registration certificate.
How much does it cost to issue a card?
Parking cards for disabled persons are issued free of charge.
What is the validity of the disabled parking card?
The time validity of a parking permit for a subscriber, resident or disabled employee is 3, 6 or 12 months.
Since when is the disabled parking card valid?
The period of validity starts from the moment indicated by the applicant in the application for a parking permit.
Where can I park with a disabled parking card?
“An employee with a disability may park a vehicle under a parking permit only in the unassigned zone or area to which he or she is assigned according to the address point at which his or her employer has a registered office or place of business where the employee with a disability performs work. If the disabled employee’s address point is assigned to Zone A, the disabled employee may also use one of the areas in Zone B for parking under his parking permit; the parking area in Zone B which he intends to use for parking shall be designated by the disabled employee at the latest when applying for the parking permit’.
